To be honest If he dosen't want to spend the money for a Koralia then maybe he should get out of the hobby, As It Is an exspensive hobby to be sucessful at and If you can't justify a pewerhead that Is dirt cheap. I say get a Goldfish! JMHO

Does he have the internet? Usually trying to help a friend who doesn't research on their own doesn't end well.

yes, i would say more flow like everyone else. you have mentioned he changes the water with RO/DI. do you know how old is the filter media? did he ever replace the filter? when he change the water, did he move the tube around the tank or just one spot? if only one spot i don't think he takes out enough old water. Just my 02 cents.

IME diatoms and detritus are best removed via skimmer and filter floss, when i purchased my current tank used, i didnt understand why cleaning the sand was so important, untill i added the sand and began filling, i stopped at about half full and ran the skimmer andfilter floss on the skimmer output for a few days switching the floss every time flow got too restricted, but honestly it sounds like your buddys tank has little to no form of nutrient export, any way to pull the nutrients out will improve the tanks condition and of course increasing circulation

there are little of movement in the tank. if you are not moving around when you do water change try to vacumm some of the rock pockets where there are a lot of stuffs just sitting around. that with water change together might help. putting the hose in one spot will remove the water yes, temporary because all the trash still there. they are not floating around in the tank too much.

Make sure he is using good Ro/Di water, try cutting back the lighting period for a little bit, and lastly invest in a good number of hermits, snails.
