Help with tunze 9002

I have had this for a month or more now, and for the first week, everything worked well. But since then, I have not been able to get the water level high enough to see in the base of the collection tube. I have disassembled and reassembled the thing so many times, I even have it in a bucket experiment with water level in the tank. The pump seem to be positioned correctly, the elbow joint is not blocked, the air tube is firmly connected. No luck, can someone please help?

It may be the Outlet Pipe. Blow in the airline and see if that "Jump Starts" it. If it takes off from there than its the outlet pipe(#9002.400). I bought a used 9002 and had to replce it. Everything looked good with it but the little white piece was bad. I got the part from Tunze directly and it was 15.00.

Mine doesn't run very high with the cup in or out. Will it not produce skimmate at all?
