Skimmer trouble

I added my reef octopus model 200 about three weeks ago. It was used. I have it in about 9-10" of water it is recommended to be between 8-10".
It doesn't seem to be pushing the foam all the way up to the collection cup, it stops just an inch or so from the neck.. Any thoughts on what I can do? I have played with the depth of the water going from 8-10" and waiting a few days. Here are a few pics that may help....

Skim wetter.

Your water level (IMO) should be near the base of the collection cup (internal water level btw). But it all depends on your bio load.

I only have a lrg regal, small yellow tang, two sm clowns and a few LPS in a 120.

I'm not sure how to adjust the internal water level... Am I missing something on the pump?
