Question Halco bulbs? 400W 10K for $24; what the heck

I dunno...my spidey sense is tingling, and i'm thinking you get wht you pay for...
but I need a cheap stop gap while justifying/saving the $450 for my TEK T5, and I got a 400W hydroponics fixture doing nothing for the summer while the tomatoes starts are growing outside...

anyone ever heard of this maunfacturer, or have experience with them?
...what do you think?
