Water Coming out of top of skimmer

So I hooked up my skimmer last night, not sure exactly how they work.

Where the waste and stuff is supposed to collect, in that top compartment, it is filled with water that went up with the bubbles, and a small amount is going out the top and leaking down the side back into the tank. Is this supposed to happen? If I turn the adjuster on the water output, it makes it less or more water that comes out of the top part.

I'm sure someone else will speak up here, but no that is not supposed to happen. Open the outlet valve until the bubbles are just breaking in the neck of the skimmer. Not sure which skimmer you have but depth of water it's in is fairly crucial. With mine 1" of water was the difference of it working or overflowing like yours is. Also, mine (the reef octopus 2000 int) needed a break in period where you ran it with the outlet valve wide open for 3 weeks I think before trying to adjust it.

Only bubbly water should come out of the top part. Ths is your waste or skim. You can set it by how high you allow the bubble column to rise in the neck using the "adjuster" as you called it. It will take at least a day or so before you see any waste or skim collected. Here is what one day's worth looks like for mine, set to "dry" skim:

Here's what a few hours worth should look like, set to "wet skim:

This is 5 days worth of "dry skim":
