Equipment
So, other than lights what are the most important part of a reef tank? And what's the take on ro/Di? Is it absolutely necessary?

I think it's hard to single out one important thing in this hobby, but lights indeed are something you don't want to skimp on and filtration is the other. Before you fill your tank you should have a good idea of what you want to do to plumb your tank, how you want to setup things like a skimmer, fuge, etc. What size tank are we talking? RO/DI is important especially depending on the quality of tap water you use, bc if not you will have undesirable algae blooms. That said, my first reef was only a 20 gallon tank and I ran it fine with tap water, no skimmer, and just weekly water changes. But once I got more serious on my 120, I used RO, skimmer, and various other filtration methods. HTH

This tank will only be a 29g. I'm thinking very hard about making my mini s(3.5g) into a pico reef. If I did this, could I use a hob? I'm on seriously limited cash due to my planted tanks and starting college tomorrow. Full time to only 16hrs of work a week makes a huge difference

Well, the 20G I started with had 2 HOB aquaclear filters. One filtering, other as a modified fuge. It worked great. I dunno about the pico reef. Seems to tiny to me. 29 is a good size as I feel the 20 was on the small side for me.
