pellets and vodka
which one will help phos level better? and can you run them together at a really low dose.

Yes and no, however their effectiveness is based on the available nutrients. If you have no Nitrates and high Phosphates or high NO3 and low PO4 then it won't work. They are both doing the same thing, giving bacteria food to help consume the NO3 and PO4. There is a ratio on which the nutrients are consumed. Both solid and liquid carbon dosing does work, choosing which one you want to employ is up to you and the issue you are trying to control.
I suggest you ask this in the chemistry forum and give specifics of your NO3 and PO4 and what you are currently using for filtration, example GFO and Carbon, without this information, there is no way to help you get where you want to be. :-)
