Bulb cutting out?

I have recently resurrected a 24" Aqualight 2x65w PC fixture that has separate switches for the two bulbs. It sat unused for two or three years. After a few days of use I realized that, after the lights have been on in the morning for about 20 minutes, one of the bulbs seems to shut off.

I tried swapping out bulbs and it continues to happen, so I know it's not a bad bulb. What could be causing this? A bad ballast maybe? I've never had a ballast go bad, so I don't know what the symptoms are...

A bad ballast can cause lights to start and die for sure also high resistance in wiring can act the same as having a bad bulb.
