How would you: Light a Manta Ray 15?

Recently ordered a Manta Ray 15, starfire glass, glass top, vortex spinner

need some lighting suggestions,
would like to keep clams, zoas, ricordea, anemone, various LPS and maybe sps down the line.

Interested in BOOSTLED PAR30/LEDTRiC's PAR38 Full Spectrum UV/Sunpod 70MH with Actinic/UV Violet Stunner Strip

Best Options?

The tank is 15x15x9-a pretty shallow tank
I don't want my LED crazy high (more than 10") away.

Is the PAR38 Too strong? (Will prob need 10-20" hanging height)
Is the PAR30 Just right (able to be hung 5-10") without bleaching corals, while providing nice spread?
Should I just stick it Old School 14k 70MH Pheonix, with actinic supplementation (2-3" leg height)

I want good growth, and decant color
(it can always be improved with actinic supplement)

your suggestions/experiences are greatly appreciated
