400 Watt ballast used to fire a 250 Watt bulb?

I was just told today that you can use a 400 Watt ballast to fire a 250 Watt bulb. I'm no electric an, it just don't seem right to me. Is there a transformer designed to fire a specific watt bulb or is it something else that allows you to "over power" a bulb.
Sorry if this is a newbie question that maybe I should have known.

I did lots of research and there are lots of opinions but most people say the bulb will eventually explode . Even saw a video of this so would not recommend it.
