How to messure fan speed

I have a nova extreme T-5 fixture with two fan that appear to be working fine but, I recently sold the fixture and the person said the fans didn't work properly or he didn't think the fans were running at proper speeds. I now have the fixture back and was wondering if there is a way to hook something up to find out what the fan speed is. what should they be running it?

I have a Kestrel weather tracker and it can read wind speed, I was thinking I could put it next to the fan and see what it reads but I think they measure fans with RPM and CFM right?
