Algae only on frag plugs....?!?!?

Just a curiosity of mine, but why does algae only grow on frag plugs and on the plastic frag racks in my tank? I'm assuming its due to phosphate leaching from the "uncured" plugs and rack, fueling the growth locally. I swear, there is not a speck of algae on any rock in my system, but some frag plugs are LOADED! I've had to dip several zoa frags several times to control it, but it eventually comes back. Anyway, I'm not freaking out or anything, just curious and would like to hear your thoughts on it, because I know I'm not alone wiht this, LOL!
