Anyone know where to pick up a inexpensive but accurate Par Meter?

Cant have both. Your best option is to get Apogee quantum sensor http://www.apogeeinstruments.com/quantum/and use it with your voltmeter. It will run you $140 + tax and shipping. Higher grade sensors are much more expensive in a range of $xxxx.

A lot depends on your definition of "inexpensive"! Our local reef club owns two that we lend out to members, perhaps you can find someone local who would lend you theirs. A sensor with the meter will be in the 3-4 hundred dollar range.
