Dimmable driver question

Moved my DIY LED lights to a new heatsink, after moving my white string wont come on at all. Ive tried swapping in a new connector cable in case one shorted, double checked the +/-, re-fitted the wiring, did the multi-meter diode test to see if one of the chips was shorting, then put the multi-meter in line with the circuit (like when I originally set up the SVR2) and my multi-meter read 0.

I want to test the dimmable driver now- can I hook up the multi-meter to just the driver to measure the output? Or do the lights need to be in the circuit?
