The tank should be fine on the third floor they say to keep it against a load bearing wall. The brace is there for a reason I would water test it outside in case it fails. I have a friend that built a metal bracket to go over the front and back to keep the glass from flexing.

To be honest I wouldn't buy a tank that is already broken. I am sure you can find a good used tank, already converted to saltwater so around the same price you are paying.

If I had that tank, I would take off the plastic trim and replace it with euro-bracing. This will cost around around $100-150 to do yourself hence I would buy a tank thats not broken and reef ready.

On average, a reef tank is 8.5 lbs/gallon when you factor in live rock and sand (and excluding the stand, sump and equipment). Using this guide, your 75 gallon display tank alone will be around 637.50 lbs. In all honestly, having it on the third floor should be more than fine as long as you spread the weight properly and your building wasn't built in the 1920's. I would however ask your landlord if they will allow you to have a tank, as some do not was the risk of a leak.
