Frogspawn is werid.
I have a six head FS and from the first day, three heads on the same side opens wide and full with sweepers, but the other three have never really sprouted out. I have changed places, flipped it, and fed, it but stays the same. Any Ideal what this could be. I've had it for about two months now, so water condition shouldn't be an issue considering the other half pops right up.

Top three heads not full
The top three heads do not open full no matter how I place it. OR, is this a Hammer.

Yep, definitely a hammer coral. Same Euphyllia family though and generally the same care requirements. I'm not seeing the closed up heads in your picture. The open ones look good. Maybe let it alone for a week or so and see how it does.
