extra flow in my jbj 28

so i have a jbj with two returns. i have one spot on the bottom left of the tank with little to no flow. i was thinking about getting a hydor koralia 425 to add flow. if i put it at the top of the tank where the low flow is and aim it down would that help? or would it be better to put on the opposite side of the low flow and shoot it across the back wall? i currently have my wave maker at 20s dont know if it would help to lower that too?
could also upgrade the stock pumps with the maxi jet1200s. or is there another pump that fits in the stock back chamber?
