Exclamation Pump over powered?

Hi, I have a 66 gallon 32X24X20 inch tall aquarium with a sump underneath, I have a skimmer running in the sump and a heater and live rock in the middle, my pump is on the right side and is rated at 400 gallons per hour PH400 I think its made by AC. The problem is that the Pump is pumping up all the water in its section of the sump and is sucking it dry and than blowing air into the tank which creates all kinds of bubbles not to mention the noise from the pump sucking up air. Every time I top off the sump section with the pump in it it does the same thing. Is my pump over powered? Do I need a better pump? If so please link some helpful suggestions. Any pumps that are quiet would be helpful this one hums loudly. I need it asap to avoid any problems.

Also I turned down the return flow to stop the sucking/gugling sound from the drain in the overflow box, if I turn that back up it doesn't run out of water as fast in the sump but is way too loud and annoying to tolerate.

Please help.

Thanks.

Its probably to much.

As far as the noise there is a configuration you can make to stop it ( I forgot the name of the configuration, but maybe someone can chime in)
