Dry vs Live Rock

I have a good place to get live rock, just wondering what you guys prefer to start with when building a new tank. I've heard people saying dry rock is better, just wanted to ask why. I wanted to start a 20gal long and would love some aquascaping ideas and where I can buy some dry rock, im going to try for a island shelf look. Anywhere I can get shelf and base rock? Thanks in advance.
