a par meter. or a lux meter if you want worthless info on lux.

A foot candle or lux meter can tell you when your lights drop off.

This is going to sound stupid, but your eyes and brain compared to other tanks in your area. Of course, this takes a breadth and depth of knowledge that some don't have, but it is also the best way to get the right light for you.
