How to program ATO Delay for rough water

My float is being sporadic jumps around from Closed to Open back and forth how can I program apex to accommodate this?

Add a splash guard to the float.

or program in some hysteresis..
I don't have an apex but it seems to be something like this

Defer 002:00 Then ON
Min Time 000:30 Then ON
Min Time 002:00 Then OFF

Like mcgyvr points out, don't forget that you have to do both on and off cycles.
