help with dialing in bubble magnus nac3.5 skimmer

I'm trying to get my bubble magnus nac3.5 skimmer dialed in with my new tank. The problem is its overflowing the skimmate cup with relatively clean water.

The skimmer is sitting on a 2" platform in 10" of water.

Here's what I've tried:
1) adjusting the skimmer all the way to Max, anything lower and it almost immediately overflows the cup.
2) sitting it on a platform (as mentioned above).
3) adjusting how the skimmate cup sits in the neck to be up about 1/4" higher by not pushing it all the way down.

Any other suggestions? Do I just need a taller platform? Does it matter how far away it is from the returns?
