44g Hex lighting help

Looking for the cheapest LED lights out there that will allow me to have a nice bright FOWLR. However, I may at some point want to have some softies in the tank. The tank is 22" inches deep and will have about a 3" sanded.

Please let me know any suggestions you may have.
