The blue tang and foxface are too big for your tank. I would find someone in your area that could treat and keep them in a larger tank. The small white dots are called ich.

Do you use RODI water? Do you have live rock and sand in the DT? What type of filtration do you have (e.g. sump or canister or HOB, etc.) How long did you let your tank cycle before adding livestock? What are your current water parameters?

Hate to say it but the blue tang needs a bigger tank. Best way to help it is to remove it to a bigger tank. The white dots on the fox face could be ich or could also be an injury of some sort. If it is ich your whole tank has it and the only way to rid it without chemicals which would kill your reef is to remove all fish and treat them separately. Do not add any fish back into the tank for 12 weeks until the ich in the tank dies out.
If it is an injury it is likely from the lobster. I would remove it and trade it in to a lfs. You already know it attacks fish because you have seen it happen. Also the chromis will kill eachother over a period of time until there is one left. They will not school in a tank this size.
