Is this a feather duster?

I was doing some maintence on my tank today and noticed this in my sand bed. I'm curiois, is this a feather duster or something else? Do I leave it alone or should I try and move it???

Beautiful duster! It looks pretty happy where it is. If it's not a bad location, I'd leave it there.
