It moves like jelly in the flow. It has come one pretty aggressively in the last coupe days.

If it is bubble algae it can be a bad nuisance. If they are translucent bubbles then you want to start removing them. It can be a major pain. There are numerous threads on her regarding bubble algae removal.

It isn't the typical green bubble algae. Familiar with that pest. I cleaned some off and it does in fact have the consistency of a gel. Chemiclean doesn't seem to be touching it.

I would pull the rocks out . Scrub them in some tank water then rinse them in another container with fresh ro/di water. Def do not try to clean it off inside the tank . This will likely only help is spread..
