foam to dampen return pump vibration

Do you guys think this is safe and will not break down and leach chemicals?

I got several silicon pads at bed bath and beyond for like $1 each.

You didn't say it was or wasn't, but if it's hard plumbed, no matter what pad you use it's gonna make noise.
Add a piece of silicone tubing between your pump and plumbing.

If hard plumped the noise will resonate thru the PVC. The PVC will also amplify the noise. You only need a foot of silicone tubing between your pump and the rest of you hard plumbing.

What about some flex pipe in between? I also have a manifold to install.

That will help, but you will get the best results from silicone. An added bonus is the silicone tubing is very flexible where as some of the flex pipe isn't. But either way, it it be better than hard piping right to the pump.

Agreed that you'll get the best isolation with silicone tubing, but any tubing requires a barb connector that will cause significant head loss unless you upsize it significantly. A section of ultra flex PVC can cut the vibrations without the head loss issue. Also, adding some rubber or silicone padding between the pipe and stand will help prevent vibrations from resonating through the stand.

My return pump is hard plumbed, sits on a silicone trivet and is silent.

I had my pipe anchored/supported by the stand and the stand acted as a sounding board, transmitting and amplifying the vibration in the pipe. A piece of rubber gasket between the pipe and stand eliminated the noise.
