Got some candy cane coral three days ago and they won't open up, please help

I put mine lower in the tank and with almost no flow

With absolutely no information about your tank it is impossible to even guess what the problem might be.
We Need (at a minimum): tank size age of system amount of Live Rock lighting reactors skimmer sump use of ro/di water actual water parameters (salinity, Ammonia, Nitrite, Nitrate, Calcium, Alkalinity, Magnesium - and numbers, not "They're all good") other inhabitants and a picture or two would help as well

Flow and light, by me...I've had one limping along in a low-flow situation, gave it the by-flow of a Maxspect Gyre 130 at 60% and it's perking up and puffing out.

Candy cane corals can be quit stubborn. Where is yours placed at? My candy cane coral opened after a couple days, but my peppermint coral took over a month.

And what ARE your parameters? Try 1.024 salinity, 1350 mg, 8.3 alk, 420 cal.

Mine is low in the tank with medium flow and does well.

I thought mine was dying off, got it as a sort of rescue. After about two weeks I happened to see it after midnight when the lights were out and I noticed it had its feeders out. It took almost three weeks before I saw any inflating during daylight hours.
