Can you enlarge the picture at all? It's kind of hard to tell from that one.

pic is way to small..
If I had to guess based on that small picture I'd say hair algae..
Which usually indicates either fairly normal process for a new tank and parameters (nitrates/phosphate) levels are elevated..
