You do know they can move/climb right?
Or here is another... it went for a ride on the powerhead stream right behind it..

They will also climb right out of a tank.. I just threw one right back in my tank yesterday that was about 3 feet from my tank on the wall.. I only noticed it because my cats were watching it and batting at it..

Do you have an urchin lol. Mine picks up stuff and carries it for awhile and drops it and picks something else up.

A hermit bailed when the shell got stuck in the branches, I see shells wedged in branches all over my tanks from hermit crabs.

It's an empty shell, so it did not move on its own.

I've had fish that pick up snails/shells all the time and move them around..
My diamond goby did that all the time..

I'm betting it was your melanurus wrasse. Mine will flip over any trochus snail that's on the sand and have a nice little meal.
