Help!!!! Channel 2 on ATI PowerMod not Dimming

Fixture: ATI 24" Dimmable PowerMod 4-Bulb

Symptom: Channel 2 not dimming anymore. Stays at 100%

Facts:
-All 4 bulbs were purchased about 7 mo ago.
-All were pre-burnt 52hrs before dimming
-Been working fine since
-Power getting to fixture to both ballasts and all bulbs
-in Manual Mode, Channel 1 can/will dim properly from 0-100% (confirmed via display, as well as physical appearance. However Channel 2, (when manually ramped from 0-100%), will physically remain at 100% appearance (as display #'s will ramp up/down).

Tried:
-swapped out bulbs from Channel 1 to channel 2
-swapped out "new" (60hr pre-burnt) bulbs into Channel 2
-confirmed that issue only exists w/channel 2, and not bulbs
-confirmed 90 degree turn n click when installing bulbs
-fan is and Does work properly
-fixture IS plugged directly into wall (GFCI equipped)
-factory reset
-powered down for 15hrs, 72hrs and 1 week = no change
-opened fixture to confirm all connections to/from ballast, relay and display screen.

Q: is this a ballast issue?
Q: relay issue?

I am obviously getting power to the fixture and to all bulbs...Channel 1 works and dims properly... however Channel 2 remains at 100% output once turned on (from 1%..all the way to 100%....and no change in dimming when manually set or auto)

Any suggestions/guidance will help.

I seem to remember ATI has very good videos on youtube about diagnosing/fixing their lights..
I'd check there..

There are a few diagnostic steps you need to do to see if its ballast or control issues..
