ATI Ballast

I have two fixtures of ATI lighting system that uses T-5 Bulbs. One of the fixtures may have a ballast issue. Replaced with functional bulbs and still couldn't it to light. Was wondering if anyone knows of a place to get it diagnosed and replaced in the Northern CA region?

Not sure if there is a place that performs this service. Is it under warranty? Usually, it’s a pretty straightforward DIY job. Replacement ballasts can be found at BRS.

Is this a dimmable fixture ?
If so it could be a bad relay

The fixture is not dimmable but I'll take a stab at DIY. And thanks to LQT and MCGVYR for the video and encouragement.
