Bacterial bloom

I’ve posted about issues while cycling this tank before but now I’m down th this.
Temp - 79.8
PH - 8.6
Ammonia - 0
Nitrites - 0
Nitrates - 30
Phosphates - 0
KH - 11dkh

So the parameters look real good to me and this is exactly 72 days since started. Cycled with Mollies, Stability, and started dosing Prime at the first sign of Ammonia.

This bacterial bloom started 5 weeks ago and will not clear up. I am running lots of mechanical filtration, changing it and the socks every day, Lots of Carbon, skimming very wet (and the skimate production has slowed to a crawl in the last couple of days) For the last two weeks I’ve tried dosing H202 at 1ml per gallon three times a week to hopefully aid in the oxidation of whatever this is, and still show no improvement. Almost forgot, did a 60% water change three weeks ago and nothing changed.

Any suggestions? I’ve sure been doing this for a long time but this is the first time I’ve seen this. Is it possible it is something besides a bacterial bloom, I do know that it went through a diatom bloom but that is starting to clear up.

Any ideas? I’m stumped.

UV sterilizer. That will clear it up in 24 hours. They had some good priced ones on Amazon.
