Skimmer under tank with no sump. Closed loop.

Is there a way to have a closed loop leading to a skimmer under the tank without a sump?

No, there is not. You could place the skimmer above your aquarium and use it without a sump. The open cup of the skimmer would flood as water in the loop travels from the tank and back up.
