Adding Kalk increases or decreases the PH?

increases...fairly significantly if a large amount is added in a short period of time....

does it still increase if its dripped in at a very slow rate?

no, not significantly.... that is how most people do it...drip it as make-up water....

Yes, the ph will continue to rise even at a slow rate. It just may not rise as rapidly if if was just poured in.
This is the reason why many people will dose kalk at night when ph will fall or on the decrease.
