Would a skimmer still work without a powerhead?

Depends on what type of skimmer. From what I understand an air driven skimmer would but not too sure about the other types of skimmers as they usually use the pump to bring in water as well as air and some use the impeller to chop up the air into smaller bubles as well. But it would be a lot easier to answer the question accurately if you let us know what skimmer you are wonering about.
