Ozone > Skimmer?

Can an Ozonizer do most if not all the organic breakdown of a skimmer?

Skimmers will remove a lot of larger particles that I don't think an ozonizer is likely to damage. Phytoplankton, etc, are pretty large to be oxidized away. People certainly report skimmers still removing skimmate with ozone in use.
