Help on fish

I havent had much luck on the fish desease thread so I am posting here to try and get more feedback. I have a lyretail anthia that has been acting somewhat strange. It does not have any signs of disease that i can view on its body. His breathing seems fairly fine....occasionally it increases for a small amount of time. However i find him sometimes laying down in the sand just sitting there almost. But then he will get up and swim for awhile. He has been doing this for about a week now and doesnt seem to be getting "sick" but he is laying down a good bit. What is the best method I should take to deal with this? Is this normal for an anthia in a 30 gallon tank? Any help will be appreciated! And also i dont have a skimmer.....i have heard this can help....but any recommendations on one that is affordable and good for a 30 gal.? Thanks again!

How much do you feed it.

twice a day. morning and night around 8
