how long to bring dead rock to life?

If I start off with 1/3 live rock, and 2/3 'dead' rock, how long will it take for the dead rock to get the helpful bacteria to where it is considered live? I have plenty of water movement.

hi im no pro but i salvaged 100lbs of dead rock from my iresponsable brother added 30lbs of cured rock from aquacon and 30lbs of uncured rock from local closing kept good supply of live phytoplankon and reef plus and everything came to life at one time i had mysid growing wild and sponges every where now you cant tell which rock is which

I have done this, it took around one month for the first coraline algae to settle on the new (old) rock. Of course this doesn't mean it was full of the necessary bacteria to call it live.
