Do you happen to have a link to this mod? I have no idea what it is. Oh and the only mod I would bother doing to that pump is to smash it with a hammer. I blame it on the death of a couple fish.

Why not ask the guy in the thread about the mod? IMO, it is to be used as a skimmer pump.

It's a DIY on turning the powerhead into a needlewheel (NW) pump for a protein skimmer.

It's pretty advanced as far as DIY projects are concerned.
