Unhappy Please help explain chemistry

OK

I get the whole cycle thing. ammo-> nitrite -> nitrate.

But my tank has been cycling for abou 3 weeks. and now my ammo is .25, nitrite 0, nitrate .20....

This is after a 20% water change.

Am I missing something?

Isnt it supposed to be cycled already?

At least no ammo...

there is no livestock in tank except the LR.

It's possible to have ammonia spikes for several weeks, as various things die off at different rates. That said, it's more likely that you're ammo test kit is either off or hard to read. Some of the less expensive kits are notorious for being impossible to read accurately on the low end.
