Should I add a fish yet or wait?

Hey yall just had a quick question about yalls experience

Ive recently been setting up a 90g with a 30g sump/refug in the past couple of months. About 4weeks ago i got it goin with fresh saltwater and such, then about 3 weeks ago i had 90lbs of sand that i seeded with other sand and 20lbs of LR. further more, 2 weeks ago i transfered another 30 lbs from my 29g and almost a wek ago bought another 50lbs.

so my question is, is my tank cycled enough to put an easy type of fish in their like sometime of dottyback or a clown or somethin. my tests are
ammonia. nitrites, and nitrates are 0 and have been for several days, calcium 400, dkh 8 , ph 8.3 the only thing thats is not where i would like it is phosphates which is .5

i was gonna let it sit with all the LR and LS and stuff for about a month and just let it sit and cycle, and ive had good amounts of rock in there for a couple of weeks.

just seein if i should hold back or would it be ok to but a hardy fish in their

how did you start the cycle off?

did you test the water for the amonia and nitrate spikes?

everytime you add alot of live rock i believe your tank starts cycling all over again... but don't quote me on that...

ive been told with an established tank not to add more then a couple pounds at a time....
