Reflector Importance

I've looked at all the par ratings and everyone seems to push to get the most par out of a bulb, but doesn't alot of that depend on the reflector??? Trying to compare a spider reflector output to a Lumenarc 3 output.....

I've heard the XM15k's are horrible as far as par and the XM20k's are better, but going back and looking at the numbers on another site, on a PFO ballast the 15k actually has a higher reading????
