Time for a cleaning crew?

Hello again.
Another timing question. It has been about three weeks for the first batch of rock and about 10 days for the second batch that I added. My water seems to be stable at this point, but I wanted to wait at least another week before adding some live critters. Now here is me question, should I get a cleaning crew, ie snails and crabs and put them in to clean up the tank abit or should I go ahead and put in the first of my fish? Thanks in advance for the advice!!!

If ammonia levels are zero then adding a clean-up crew at this point is fine.
