Protein Skimmer?-bubbles

I have a nano saltwater tank with just fish and live rock in there. The tank includes a cyclone protein skimmer, powerhead, heater, and a 30/60 filter. I have tiny bubbles in my tank and I thought it was protein skimmer because we have had this problem before but we unplugged it for about 12 hours now and the bubbles are still in there! And now the only thing on is the heater and the filter and now I'm starting to think if it's the filter? Is it? What can I do because the bubbles are so annoying and the fish hate it.

I am not familiar w/ your particular setup. Let me ask you a question though. Are these bubbles suspended in the water and floating around, or are they clinging to the rockwork and corals?
