A "closed loop" is kind of like a powerhead on steroids. In it's simpleist form, water is drawn from the tank, run thru a pump, and returned to the tank. Think canister filter without the media. The "typical" install involves a high flow (not pressure) pump drawing in water, and feeding it to 2 or more outputs, either directly or via some current switching device like a SCWD or an ocean motion. It is a good way to increase flow, without having a bunch of powerheads all over the place. A lot of people that have these drill the tank for the supply and return lines.
