250w or 400w SE?

I am about to buy some new ballasts. The tank is 24" high and I have a canopy with an open top. Should I stick with 250w or go to 400w? How much more heat are the 400s? I am keeping clams on the bottom and some sps but its mostly a mixed reef. Please help!
