would 2-65 watts lights on a 29 gal work for hammer and torch coral?

If your talking about 2 - 65 watt pcs, then yes they should be fine, I would go with 50/50 bulbs or dual actinic. Just my 2 cents worth. I ran for a while with 2 96 watt pcs on my 65 gallon with a halide kicking on every once in a while to make sure I got penetration. BTW I have a friend who has a 96 watt quad 50/50 on a 15 gallon tall and he has a hammer and several lps/sps species.

You should be fine for a while, just don't let those coral touch anything else, the outcome would be tragic.

For what its worth i kept frogspawn and some sps alive in a ten gallon with the 96watt coralife fixture zisbell is talkin about. A 29 gallon tank is alot deeper, I dont care for powercompacts period but you should be able to keep them mid way up or so. Watch for overextension of the coral, long thin tenticals reaching up tward the light, if you see that start to happen they might need to be up higher or need a more intense light source.
