Question MH 70w ballast not igniting

In wiring up an electronic MH 70w ballast (NAIS-DCP MOD: M7012-270K-5EU-F) all I got was a center flicker, which stopped after about 10 or so flicters, with the 70w DE bulb. I even tried 2 diff bulbs, 1 used, 1 new with the same result. I never even got to the water and elec don't mix part!!

Anyone with any ideas????
