System Design Question…

After reading these forums and other sources, I haven’t really seen a consensus on what is an optimal range for flow rate when designing a system. I’m not asking about flow rate that is caused by additional wave making or closed loop in the display. I’m only concerned about selecting a flow rate to correctly calculate the total dynamic head so a proper pump can be selected. Can anyone shed a bit of experience here?

For my filtration I generally will try and reach 10 times tank volume turnover per hour. My 300 gallon tank will ideally flow through my sump at 3000 gallons per hour. I use a 5000 gph pump for my main return and I have it split to my frag tank. Total flow my tank is about 50 x tank volume.
